Can These Improvisations Happen?

This years Teachers Transfer-2011 has been finished successfully (Lets assume!).

Let us appreciate good things introduced in Teachers’ Transfer Process.

1. The process of Online Application.

2. The software prepared for Counseling process. It was a MS-Access Software.

3. Every Teacher’s details were already entered in the program. i.e., the details were visible and tagged with his/her Serial Number in Final Seniority List. This prevents insertion of new names to the list before or in between the counseling process.

4. Once a teacher chooses his/her liked place for transfer, automatically his/her present working place will be added to vacancy list. So that another teacher can choose that place.

5. The font, size of letters, color  etc. were good and appropriate.

6. A printout of Transfer Order was given immediately to all teachers.

These are all very positive improvements taken place in the process of Teachers Transfer-2011.

But,

I have noticed a couple of more improvements are required to make the process still more transparent. They are as follows.

1. While giving Weightage Points, only number of completed years are being considered. This will affect many teachers. For example,  TeacherXYZ has worked from 16/07/2005 to 12/05/2007 in ‘C’ zone school, and got transferred to ‘B’ zone school on 12/05/2007. From then he is working in ‘B’ zone school. Now to apply for transfer the last date fixed was 10/05/2011. Now TeacherXYZ will get weightage like this. In zone ‘C’ school -> From 16/07/2005 to 12/05/2007 => 1 year and 9 months  and in zone ‘B’ school -> From 14/05/2007 to 10/05/2011 => 3 years and 11 months. Here from 16/07/2006 to 16/07/2007 TeacherXYZ has worked in zone ‘C’ and Zone ‘B’ schools. But from existing method TeacherXYZ is losing the Weightage Points in both the schools. At least minimum of these i.e., 1.5 points has to be considered. That will be a fairer one. So I think the Weightage Points system has to be modified to be able to consider fraction of Served Years also.

2. As teachers choose places in counseling, their present working place will be shown as vacant for remaining teachers to choose. Teachers outside the hall will not know these places until they enter hall. So it will be very much useful if a projector is kept outside the hall and displayed the counseling process for outside teachers also. It helps to be more transparent in the Counseling process.

These are the 2 changes I want to see in the next years Teachers Transfer Counseling. What do you feel? Is these fairer expectations? Please Leave your comments.
